Views on UPA's new OROP initiative..Too Little too Late..??

Sub Maj/Hony Lt Kameshwar Pandey's apprehensions are correct to some extent.

Firstly. The OROP movement was started after prolonged deliberations in the core group. The statements made by Gen Kadiyan has never conveyed an impression that the movement will be left half hearted. It is that resolve and his love for the military veterans that the issues are getting cleared one by one. We have come close to grant of OROP. If it does not come thru during the present Govt's tenure, it is bound to come when the next Govt. takes over. For that enough spade work has been done and ground laid.

Secondly. SM/Lt Pandey is right when he points fingers at Govt. organizations meant for ESMs. I have had the opportunity to witness the plight of PBORs in the hands of those manning these orgs. There is an urgent requirement to revamp these orgs and make it PBORcentric (like Punjab is already following).

Where all of this is happening, is India, and as greater than 1/10 of humanity gets ready to vote, it is an inspiration to all the World.

Going through some of the comments makes me feel that the concept of being "apolitical" is not clear. Let me confess- I and all my friends of the veteran category vote for a particular party in any election. We have been doing so over the last 20 yearts. We even ask others to vote for this party. Now the Government has given all soldiers the right to vote locally. Election meetings can be held in the cantonments and soldiers can attend, to make an informed choice. Are we getting politically aligned? Is not good governance our concern? And pray, what is good governance other than self interest or interest of a group or a community: the horizon of self interest varies.

All that IESM core group has done is to give an advisory in the interest of a group. What is the big deal. May be the higher ranks of the Armed Forces does make us inflexible to any other point of view, except are own.
I have read some foul words and even an "advisory" that IESM leadership has been bought (so say the IAS !!). That is the personal view of the writer, but a sad comment on attitudes. Why question the integrity of any officer. What if I question your integrity?

The advisory- after due deliberation of an intense struggle is not an "anti national" act as is being made out to be. It is a logical culmination.
To say that political parties other than BJP will not do any thing on OROP is again taking for granted that they are not concerned about the Army. Sirs, they are as concerned and as patriotic as any one else. Army is a national institution- it cannot be consigned to the dust bin by any political party. Has Congress, despite its traditional antipathy and long years in power, succeeded? That the neglect has gone so far is probably because of our own fervent desire to be seen as too "apolitical". Has not the CPI, without fanfare, accepted the OROP in its manifesto? Would the advisory been "apolitical" had it been in favour of Congress or CPI. Is the "advisory " itself the sacrilege. Then why struggle at all..The immediate outcome lies in the mists of future but to my way of thinking the message is loud and clear for any one who cares to listen- the soldiers have woken up for their rights! The IESM has given the wake up call not only to the national conscience, but also to the other ESM Groups. Ignore it to your peril. That it is easy to divide the retired soldiers, specially of higher ranks is also visible; to be made use of, at the opportune time.

Veterans Kadyan and his group deserve to be complimented for waking us up- even the most vociferous detractors. Kudos to your commitment. Success will come, today or tomorrow.

Regarding this news item I have two questions/comments

Question 1 - Appointing Committees means nothing - there is still no representation from the Services - none of the persons in the committees would be able to give the seniority/order of the ranks even if one of them can list out all the ranks of the three services.

Question 2 - Why Now? Means our Vote Bank idea is working?

Dear Brig Kamboj,
I wish to record my disagreement with the way the ldrship of IESM has put all its' eggs in the BJP basket. I fully endorse views by Gen V Oberai in this.
Asking veterans to do field level work for election in favor of BJP is not a wise move. We should rather be using the brain power (like the naal Foundation) to remove technical hitches in OROP rather than making it a political agenda with a lot of uncertainities thrown in.
I hope things will work out favorably in due course , who ever comes to power , and not because of one party only.

For IESM, views of PBOR are more important than the orthodox views of some officers, no matter how senior and experience they are.

Most of the objectionable original dispensations/ formulations of the 6th CPC relating to the Armed Forces, since amended/ improved by the Central Govt, have definitely set right aberrations and imbalances...some more, some less but that's inevitable. Inter se equitability in all cases is more important and doable than equality which can be quite tricky when it comes to doing the actual sums.

Persistent and determined efforts by the three Chiefs have paid off and will hopefully continue to improve matters further. Contributions of particular bodies like the IESM in general and people like General Kadiyan in particular have indeed been significant in this regard.

Much/ entire credit must indeed go to them all collectively for where we’ve reached today vis a vis the 6th CPC. It may not be possible to thank them all adequately for the yeoman service they all have rendered……..for the first time since the CPCs were instituted 50 years ago!!

But, having said that, I can not but endorse what Gen Oberoi and Adm Madan Jit Singh have had to say about overt/ public, en bloc political alignment and pronouncements, by either the serving or the retired 'fouji' community, no matter how strong and justified individual/ personal political sympathies and views (those we all are most certainly entitled to, privately), may be. My fear is that if we do not scrupulously maintain our assiduously preserved a-political character and public profile, we might, for small short-term monetary and protocol gains, just end up incurring huge long-term losses: those of our image and aura in the eyes of the people of India .

We also run the serious risk of being seen as easy preys to political machinations/ manipulations!

It is very easy for anyone to say who has done what wrong; it requires lot of courage to give one’s own views as to what they feel is right.
Please go and visit the PBOR in villages, asses the current situtaion and then give your opinion on the advisory issued by IESM. We all need to change with time.

The Republic's Proud Defenders should Stay United

I am writing this letter, most reluctantly, since I have not worn the country's uniform (not unless you count two years in the NCC after the Chinese debacle of 1962), but have been privileged to have many soldiers in our family and innumerable friends in the armed forces.

Barin Ghose is my class friend and old comrade. He has kindly included me in the list, because he is aware of my views on the issue. Two other friends to whom I am sending this letter, Colonel Krishnamoorthy (the evergreen soldier-crusader in his nineties) and Colonel Rajan, have some idea of my writings on our babus and netas in various publications. They know how citizens like me (and there are lots, I can assure you) have been appalled and disgusted by the treatment that the establishment has given to the country's defenders.

Therefore, the twin (and I would say, inseparably linked) causes, i.e. the security of my beloved India and the welfare of our country's defenders, are very dear to me.

This, then, is my locus standi in this debate and I do hope the Republic's warriors will allow a citizen to express his views and concerns.

A) IESM's Advisory
As far as I have been able to understand, this is an advisory statement. People should not read something that is not there. It is not a diktat.

In a democracy, every citizen (that includes ex-warriors, of course) have the inalienable right to decide whom they should vote for.

My soldier comrades should not get too excited with this bagatelle and must maintain a common front.

Ex-servicemen's unity is the need of the hour.

If you, my friends and protectors, get divided, the babus and the netas will eat you for breakfast and brunch. Do not forget the axis of evil that this country has had for the last 60 years - the neta-babu combine. In such a venal framework, the ordinary citizens and the armed forces have no place whatsoever.

B) No group in the IESM should Impose its Voting Preferences on the Former Warriors

Having issued an advisory, the IESM should rest their case. As one warrior has written in his post, he will vote for the BJP, but he will do so because of his personal conviction. Let this be the spirit that prevails.

Opponents of the Advisory, equally, should not make this a bone of contention. I would particularly request Madanjit and Vijay to hold their fire.

C) In Life we do not deal with Absolutes

I do not want to sound like a TV preacher or a padre from the pulpit (Barin will remember good old Brother McCann, who taught us value systems but not the Gospel).
