My dear Maj Rao,

I never had the opportunity to meet you nor I am fully aware of your political orientation. Your claim that congress does what it commits is incorrect. Congress too had committed to OROP: both the Chairperson and the President of India while addressing joint houses of Parliament. I was in touch with Mr Jaswant Singh when he was RM and FM. He too did nothing on the issue, though he held out some hope to me.

The truth is that the word of NO political party word can be taken for granted. Politics in India has touched that low. It has been the services demand that the Pay Commission should have a member from the defence services. The UPA did nothing as regards 6th CPC. Now after the horse has bolted, there is the TALK of locking the gate! This promise of a separate pay commissiomn for the defence services is a 'pie in the sky.' How is it that when committee of secretaries was formed, consequent to the protests by the service chiefs against the anamolies introduced by the 6th CPC, no service officer was placed on the committee. Instead the IAS officer, who in the first place was the cause of all the mischief, was made a member of this committee. It became a case where the prosecutor also sat on the jury. The same lady, now as the expenditure secretary, is again on this new committee you have talked about.

There is much merit in what Nirad C chaudhury said and to quote him, " The ploitical executive in India helplessly keep flapping it's wings against the bars of the cage in which the bureaucracy has placed it."

Friends,

1. I would like to update you on the welfare of Ex-servicemen. The Govt. of India has constituted a high level committee comprising, Home Secretary, Secretary (Personnel), Secretary (Expenditure) and Secretary (ESW) under the cabinet Secretary to work out a formula to abridge the gap in the pensions of Pre 2006 & Post 2006 retirees.

2. Some of the Newspapers cuttings are enclosed for information.

3. Now it is clear that whatever points BJP floated in their manifesto to attract the Ex-servicemen, have been neutralized. . Let us see, what new material for gossips is made available to BJP by our own Ex-servicemen, who had vested interest in becoming Netaji, and there by converted their secular Character to Non-Secular.

4. It would be of your interest to note that a department for Ex-servicemen welfare has already been established in the MOD and proposal of setting up a separate pay commission for Ex-servicemen has already been accepted by UPA Govt. and instructions issued.

5. Now the only, point that BJP would give exemption/concessio n/rebate in Income tax to Defence Forces Personnel is left, but the whole nation knows that it is a political gimmick and nothing else.

6. What has happened in Nepal is worth pondering An act like sacking the Army chief, the govt.of Nepal, has learnt from none other than BJP, who also sacked our Service Chief, Admiral Bhagwat.

7. It is very unfortunate that some of our friends, who got together to raise voice against the anomalies of 6th Pay Commission, had formed an apolitical organization, who have now joined a political organization, merely on the grounds that the BJP has included the issue of “One Rank One Pension” in their manifesto. It may be recalled that the same party had been in power from 1998 to 2004 and incidentally, first time in Indian history, we had our Hon’ble Defence Minister, from defence i.e. Maj Jaswant Singh; nothing was done. The issue of “One Rank One Pension” was rejected in 2003 during NDA tenure and the file was thereafter closed. Still we feel and expect from the BJP that they would grant us “One Rank One Pension”. !

8. Anyway this was just our submission, you have to decide at your own being a privileged citizen of India.
