Thinking dispassionately, one concludes that babus have their agenda for self aggrandisement; power is their 1st priority .
From power flows ability to manipulate, ir- responsibility & non-accountability.
Has any decision making babu signed any document, has the neta been able to make the author, sign his ACTION ?
It is always the underling who signs documents absolving the author from accountability, if not; distancing from accountability.
We have had VI PC corrected, modified; updated, ET-AL; has any babu been accountable for the goof-ups that needed correction so many times ?
Not to mention the strife to EVERY Govt servant, for which the neta got the brickbats.

A sub section has sprung up in Banks, loosely called "Pension Experts" to decipher the VI PC ""Awards"" .. .
See the babu's willy mind, he calls mayhem & strife "award" .
